L&rsquo;accord social que la CGT\u00a0n&rsquo;a finalement pas sign\u00e9, tout en ayant fait\u00a0des propositions, est cens\u00e9 contr\u00f4ler les\u00a0difficult\u00e9s.<!--more--><br \/>\nL&rsquo;encadrement est le premier concern\u00e9 par les suppressions de postes \u00e0\u00a0responsabilit\u00e9, et l&rsquo;objet explicite des objectifs de management de la DRH.<br \/>\nLa n\u00e9cessit\u00e9 de trouver des ressources propres (largement constitu\u00e9es d&rsquo;argent\u00a0public en fait) a \u00e9t\u00e9 au coeur de la discussion, \u00e0 hauteur de 35% du budget, et\u00a0de \u00ab\u00a0faire avec\u00a0\u00bb des diminutions d&rsquo;effectifs importantes.<br \/>\nContradiction : on veut \u00e0 la fois donner une valeur d&rsquo;autorit\u00e9 aux bases de\u00a0l&rsquo;IGN, accueillir des bases de donn\u00e9es multith\u00e9matiques avec des donn\u00e9es\u00a0\u00ab\u00a0m\u00e9tiers\u00a0\u00bb d&rsquo;utilisateurs, d\u00e9velopper des services en ligne sur le G\u00e9oportail\u00a0alors que les moyens diminuent. Pendant ce temps les majors de l&rsquo;information\u00a0num\u00e9rique d\u00e9veloppent leurs applications cartographiques, parfois \u00e0 partir des\u00a0donn\u00e9es fournies par l&rsquo;IGN.<br \/>\nIl en r\u00e9sulte des objectifs d&rsquo;\u00e9volution forte du management et de l&rsquo;organisation\u00a0de la production :<br \/>\n&#8211; sous-traitance, des partenariats (avec des collectivit\u00e9s locales comme avec\u00a0des entreprises), appel au collaboratifsur le mod\u00e8le d&rsquo;OpenStreet Map<\/p>\n<p>&#8211; d\u00e9veloppement attendu du management de la qualit\u00e9, de la polyvalence des\u00a0agents, de la syst\u00e9matisation des changements de chantiers au gr\u00e9 des\u00a0priorit\u00e9s.<br \/>\nLes syndicats CGT de l&rsquo;IGN ont d\u00e9cid\u00e9 de rencontrer les agents, service par\u00a0service.<br \/>\nLe premier constat est celui d&rsquo;une grande inqui\u00e9tude pour pouvoir continuer \u00e0\u00a0bien faire son travail, en particulier notamment en ce qui concerne la\u00a0maintenance \u00a0informatique. La maintenance des outils de production de l&rsquo;IGN\u00a0a \u00e9t\u00e9 effectu\u00e9e par des \u00e9quipes produit avec des ing\u00e9nieurs et techniciens \u00ab\u00a0en\u00a0prise directe\u00a0\u00bb sur les logiciels et les mat\u00e9riels et capable d&rsquo;intervenir\u00a0rapidement en cas de panne. La r\u00e9organisation conduit d&rsquo;une part au d\u00e9part\u00a0d&rsquo;agents parmi les plus qualifi\u00e9s, et \u00e0 l&rsquo;instauration de \u00ab\u00a0contrats de\u00a0maintenance\u00a0\u00bb et de \u00ab\u00a0tickets de priorit\u00e9\u00a0\u00bb&#8230;les \u00a0ing\u00e9nieurs ou techniciens\u00a0\u00ab\u00a0product-owner\u00a0\u00bb servent d&rsquo;interm\u00e9diaires et ressentent la frustration de ne pas\u00a0pouvoir intervenir sur un probl\u00e8me alors qu&rsquo;ils disposent des outils et des\u00a0comp\u00e9tences pour le faire.<\/p>\n<p>D&rsquo;autres t\u00e9moignages confirment la tendance \u00e0 accepter un travail b\u00e2cl\u00e9, de la\u00a0part de l&rsquo;IGN comme de sous-traitants, du moment que les d\u00e9lais sont\u00a0respect\u00e9s&#8230;<br \/>\nLes probl\u00e8mes pos\u00e9s au service public, dans un domaine de plus en plus\u00a0concurrentiel et de haute technologie ne sont pas simples.<br \/>\nLe principal atout du service public reste le tr\u00e8s haut niveau de qualification et\u00a0de ma\u00eetrise technologique qui s&rsquo;appuie sur l&rsquo;Ecole des Sciences G\u00e9ographique\u00a0et sur un important potentiel de production et de recherche-d\u00e9veloppement.<br \/>\nAgir sur les question de temps et de charges de travail, de capacit\u00e9 de\u00a0l&rsquo;encadrement \u00e0 intervenir et \u00e0 d\u00e9fendre son point de vue, revendiquer le\u00a0paiement de la qualification : ill s&rsquo;agit d&rsquo;expliciter les connexions avec la\u00a0culture de l&rsquo;Etablissement et l&rsquo;int\u00e9r\u00eat du service public, et de mobiliser.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Longues discussions pr\u00e9paratoires, nouvel\u00a0organigramme, d\u00e9cisions finales rapides,\u00a0appels \u00e0 candidatures et d\u00e9lais de r\u00e9ponse\u00a0dans l&rsquo;urgence.
