{"id":1776,"date":"2014-01-29T23:17:12","date_gmt":"2014-01-29T22:17:12","guid":{"rendered":"http:\/\/ofict.reference-syndicale.fr\/?p=1776"},"modified":"2020-10-21T11:11:13","modified_gmt":"2020-10-21T09:11:13","slug":"cap-sacdd-du-22-janvier-2014-recours-pfr-entretiens-professionnels","status":"publish","type":"post","link":"https:\/\/syndicoop.fr\/ofict\/cap-sacdd-du-22-janvier-2014-recours-pfr-entretiens-professionnels\/","title":{"rendered":"CAP SACDD du 22 janvier 2014  Recours PFR &#8211; entretiens professionnels"},"content":{"rendered":"<p lang=\"en-US\" style=\"text-align: left\" align=\"CENTER\">Au cours de cette CAP, la d\u00e9fense des agents qui ont d\u00e9pos\u00e9 un recours a \u00e9t\u00e9 difficile,<span style=\"color: #000000\">notamment pour les recours sur la part \u00ab\u00a0fonction\u00a0\u00bb de la PFR, l\u2019administration restant arc-bout\u00e9e sur les textes r\u00e9glementaires et la n\u00e9cessit\u00e9 de prouver par l\u2019organigramme du service les postes \u00e0 enjeux, m\u00e9ritant une meilleure cotation.<\/span><\/p>\n<p lang=\"en-US\" style=\"text-align: left\" align=\"CENTER\"><span style=\"color: #000000\"><a href=\"http:\/\/ofict.reference-syndicale.fr\/files\/2014\/01\/20140122_CR_CAP-SACDD-4.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">acc\u00e9der au compte-rendu de la CAP<\/a><!--more--><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\">A pr\u00e9ciser toutefois qu\u2019il a \u00e9t\u00e9 impossible de traiter 21 recours (ainsi que 6 recours compl\u00e9mentaires non pr\u00e9sent\u00e9s \u00e0 cette CAP). L\u2019ensemble des recours 2012 devrait \u00eatre trait\u00e9 lors de la CAP du 9 avril prochain.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #000000\"><span style=\"font-family: Arial, sans-serif\">Quant aux recours des agents de l\u2019ENIM Lorient et Saint-Malo, ceux-ci seront \u00e9galement examin\u00e9s le 09 avril 2014. La pr\u00e9sidente de la CAP fait v\u00e9rifier la note de gestion de l\u2019ENIM.<\/span><\/span><\/p>\n<p lang=\"en-US\" align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Les recours Les r\u00e9mun\u00e9rations de la Fonction Publique ont perdu 5\u00a0% par rapport \u00e0 l\u2019inflation depuis 2010, jamais les traitements n\u2019ont \u00e9t\u00e9 bloqu\u00e9s sur une telle dur\u00e9e. <\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Et d\u2019ailleurs, \u00e0 l\u2019occasion du l\u00e9ger rel\u00e8vement des grilles de cat\u00e9gorie C, la Fonction Publique est contrainte de proc\u00e9der \u00e0 une hausse des 2 premiers \u00e9chelon de la cat\u00e9gorie B tant les 2 grilles se chevauchent. Une fois de plus, la d\u00e9monstration est faite que les B sont tr\u00e8s pr\u00e8s de la cat\u00e9gorie C et tr\u00e8s loin de la cat\u00e9gorie A.<\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">La poursuite de la suppression d\u2019unit\u00e9s territoriales due aux abandons de missions ADS et ATESAT pose la question de l\u2019avenir des DDI. Que vont devenir les agents\u00a0?<\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Seule \u00e9claircie, la suppression du jour de carence en 2014 obtenue par la lutte syndicale avec les agents.<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Pour notre CAP, les points de d\u00e9saccord sont nombreux et n\u2019ont pas disparu avec la nouvelle ann\u00e9e. Nous avons r\u00e9pondu \u00e0 la lettre de M. Cazottes du 26 d\u00e9cembre dernier, courrier faisant mine de demander notre avis mais ne tenant aucun compte du m\u00e9contentement d\u00e9j\u00e0 exprim\u00e9 concernant les taux de promotion et le TRGS. Le courrier du 26 d\u00e9cembre n\u2019en propose pas moins non seulement de maintenir le TRGS pour le 2\u00e8me grade mais de l\u2019\u00e9tendre au 3\u00e8me sans contingentement. Chacun sait que le fond du probl\u00e8me reste l\u2019insuffisance criante des taux pro\/pro qui conduit les \u00e9lus \u00e0 s\u2019inscrire dans une gestion de p\u00e9nurie bloquant toute possibilit\u00e9 d\u2019avancement en cours de carri\u00e8re pour l\u2019immense majorit\u00e9 des agents. Nous rappelons notre demande que les agents retraitables soient promus hors quotas. <\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">La CGT exige que les ratios de promotions soit ren\u00e9goci\u00e9s, que les crit\u00e8res de gestion soient revus notamment pour le passage au 3\u00e8me niveau. La CGT demande l\u2019ouverture de travaux sur le B administratif ayant pour base le rapport du CGEDD de mars 2012 conform\u00e9ment \u00e0 l\u2019engagement de M. Mazauric lors de l\u2019audience du 23 septembre dernier.<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Pouvez-vous nous indiquer le nombre de promotions par liste d\u2019aptitude\u00a0? 50 au lieu de 60\u00a0? C\u2019est ce qui nous a \u00e9t\u00e9 dit\u00a0! Nous contestons le fait que des CV soient demand\u00e9s aux agents pour l\u2019avancement \u00e0 la cat\u00e9gorie B.<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">En ce qui concerne la CAP d\u2019aujourd\u2019hui, une journ\u00e9e pour traiter 58 recours nous semble peu. La PFR accentue l\u2019individualisation et la concurrence entre agents, les \u00e9l\u00e9ments de r\u00e9ponse apport\u00e9s par ROR maintiennent dans presque tous les cas le coefficient en l\u2019\u00e9tat. De nombreux recours exigent pourtant d\u2019autres r\u00e9ponses beaucoup plus positives pour les agents. Le remplacement de la PFR par l\u2019IFEEP ne r\u00e9glera rien. La CGT demande l\u2019int\u00e9gration des primes dans l\u2019indiciaire. M\u00eame le rapport P\u00eacheur pr\u00e9conise cette mesure!<\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Les agents de nos minist\u00e8res doivent pouvoir vivre d\u00e9cemment de leur travail. Leurs missions doivent \u00eatre reconnues et leurs qualifications valoris\u00e9es dans leur carri\u00e8re.<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">La CGT refuse le blocage des carri\u00e8res, demande un bilan des concours et un point sur les diff\u00e9rentes \u00e9preuves.<\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Elle revendique un corps \u00e0 2 grades, un plan massif de requalification de C en B et un r\u00e9el acc\u00e8s \u00e0 la cat\u00e9gorie A.<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Pour terminer cette d\u00e9claration, vos notes d\u2019affectation suite \u00e0 promotion ou concours professionnel, sont suffisamment floues pour ne pas \u00eatre appliqu\u00e9es par les chefs de service. En effet, de nombreux agents promus ont le souhait de rester sur place avec des fiches de postes dont les missions pourraient \u00eatre \u00e9tendues sans avoir \u00e0 candidater \u00e0 la mobilit\u00e9, mobilit\u00e9 qui revient pour certains \u00e0 renoncer \u00e0 la promotion.<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Nous pouvons vous citer au moins 2 cas\u00a0:<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Une SA de classe exceptionnelle sp\u00e9cialit\u00e9 CTT que l\u2019on oblige \u00e0 changer de r\u00e9sidence administrative dans la m\u00eame r\u00e9gion mais qui, m\u00e8re d\u2019un enfant handicap\u00e9, se retrouve avec 2 heures suppl\u00e9mentaires de trajet. Pourquoi ne pas lui compl\u00e9ter sa fiche de poste\u00a0?<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Autre cas\u00a0: Une SA\/CE en DREAL Bretagne nomm\u00e9e Charg\u00e9e d\u2019Etudes Documentaires\u00a0: pas de solution trouv\u00e9e pour l\u2019instant alors m\u00eame qu\u2019elle exerce d\u00e9j\u00e0 des fonctions de cat\u00e9gorie A de charg\u00e9e d\u2019\u00e9tude documentaire, impossible de la nommer sur le poste ou d\u2019\u00e9largir ses missions comme elle l\u2019a propos\u00e9. Les \u00e9lus \u00e0 la CAP des CED ont adress\u00e9 r\u00e9cemment un courrier \u00e0 M. Cazottes. Quelle r\u00e9ponse allez-vous apporter pour le cas de ces agents m\u00e9ritants promus avec l\u2019appui de leur hi\u00e9rarchie\u00a0?<\/span><\/p>\n<p align=\"JUSTIFY\">\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\">Par ailleurs, les laur\u00e9ats des examens pro \u00e0 SACDD et TSDD se voient proposer d\u2019abord (dixit la circulaire) le cycle mobilit\u00e9 mai 2014, ce qui n\u2019incite pas les services \u00e0 offrir des postes sur place. Pire pour le 2\u00e8me niveau\u00a0: Inform\u00e9s de leur r\u00e9ussite \u00e0 SACDD\/CS le 20 d\u00e9cembre, on leur ressort la m\u00eame circulaire d\u2019octobre 2013 la date limite pour poser sa candidature \u00e0 la mobilit\u00e9 \u00e9tant le 9 janvier, en pleine p\u00e9riode de cong\u00e9\u00a0!
