Le plan \u00e0 venir va donc apporter une bouff\u00e9e d\u2019oxyg\u00e8ne, malheureusement pas \u00e0 la hauteur des besoins.<\/b><\/span><\/span><!--more--><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #000000\"><span style=\"font-family: Calibri, sans-serif\"><span style=\"font-size: small\"><b>Initialement calibr\u00e9 \u00e0 1650 postes, le plan de requalification est pass\u00e9 \u00e0 2150 (+500) sous la pression des organisations syndicales<\/b>. Cela correspond \u00e0 une enveloppe budg\u00e9taire de 3 millions d\u2019euros sur 3 ans, ce qui n\u2019est pas grand chose compar\u00e9 \u00e0 la baisse des mesures cat\u00e9gorielles (pass\u00e9es de 21 millions d\u2019euros en 2012 \u00e0 8,6 en 2015), surtout compte tenu du fait qu\u2019un certain nombre d\u2019agents ainsi promus seront proches de la retraite. Les agents promus par liste d\u2019aptitude le seront au 1<sup>er<\/sup> janvier de l\u2019ann\u00e9e de la liste. Pour l\u2019examen professionnel, la date d\u2019effet est celle de la publication des r\u00e9sultats. Pour l\u2019acc\u00e8s au corps d\u2019attach\u00e9, l\u2019interminist\u00e9rialit\u00e9 oblige \u00e0 recourir \u00e0 un concours interne ouvert \u00e0 tous les minist\u00e8res adh\u00e9rant au CIGEM (14!). La DRH pr\u00e9voit que l\u2019\u00e9preuve \u00e9crite (une note de 4 heures avec coefficient 4) porte sur les missions exerc\u00e9es par le MEDDE et le MLETR&#8230; esp\u00e9rons que cela n\u2019entra\u00eenera pas de recours pour rupture de l\u2019\u00e9galit\u00e9 de traitement des candidat-e-s. Un minist\u00e8re mieux organis\u00e9 (la D\u00e9fense) a recul\u00e9 d\u2019un an son adh\u00e9sion au CIGEM pour faire son plan de requalification avant&#8230; <\/span><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #000000\"><span style=\"font-family: Calibri, sans-serif\"><span style=\"font-size: small\"><b>Pour les examens professionnels, les \u00e9preuves envisag\u00e9es sont les suivantes :<\/b><\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #000000\"><span style=\"font-family: Calibri, sans-serif\"><span style=\"font-size: small\">C en B : \u00e9crit de 2 heures avec coefficient 3 (2 \u00e0 4 questions \u00e0 partir d\u2019un dossier documentaire de 15 pages maximum relatif aux politiques publiques port\u00e9es par les MEDDE\/MLETR) + entretien RAEP (reconnaissance des acquis de l\u2019exp\u00e9rience professionnelle) de 25 minutes avec un jury (coefficient 4) ;<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #000000\"><span style=\"font-family: Calibri, sans-serif\"><span style=\"font-size: small\">B en ITPE : note de probl\u00e9matique de 4 heures avec coefficient 4 + entretien RAEP 30 minutes (coefficient 4) ;<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #000000\"><span style=\"font-family: Calibri, sans-serif\"><span style=\"font-size: small\">B en attach\u00e9, m\u00eame \u00e9preuve orale qu\u2019ITPE, en plus de l\u2019\u00e9crit cit\u00e9 plus haut.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: Calibri, sans-serif\"><span style=\"font-size: small\"><b>Les mesures pr\u00e9vues au plan triennal de requalification (2016-2017-2018) permettront la
