Rol-Tanguy, parce qu\u2019il trouvait qu\u2019il y avait trop de monde dans la salle. Si M. Rol-Tanguy quittait plus souvent son 18\u00e8me \u00e9tage feutr\u00e9 de la Tour Pascal A pour visiter les agents d\u2019administration centrale qui se serrent en Tour S\u00e9quoia, il saurait depuis longtemps qu\u2019il est en effet difficile de travailler dans des espaces trop petits. <\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">La CGT a obtenu la convocation de cette nouvelle r\u00e9union, mais la DRH a envoy\u00e9 aux services avant concertation son projet de note socle sur la mise en \u0153uvre du plan <i>\u00abpour ne pas perdre de temps\u00bb<\/i>. Ce qui est une fa\u00e7on de travailler doublement contestable : la DRH signifie ainsi que ce que diront les organisations syndicales ne modifiera rien au projet et\/ou que les services ont le temps de lire des instructions qui se contredisent.<\/span><\/span><\/p>\n<\/div>\n<p align=\"CENTER\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b>ATTENTION : LE PROJET DE NOTE ENVOY\u00c9 AUX SERVICES A \u00c9T\u00c9 MODIFI\u00c9<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>La CGT appelle l\u2019attention des chefs de service et des agents sur le fait que l<span style=\"color: #ff0000\">\u2019annexe 3 du projet envoy\u00e9 par la DRH<\/span> (qui listait pour l\u2019acc\u00e8s \u00e0 la liste d\u2019aptitude TSDD et SACCD des crit\u00e8res de fonctions que de nombreux agents de cat\u00e9gorie B ne remplissent pas !) <span style=\"color: #ff0000\">a \u00e9t\u00e9 annul\u00e9e \u00e0 notre demande<\/span>, rejointe par les autres syndicats, et ne doit en aucun cas \u00eatre utilis\u00e9e. De plus, compte tenu des glissements de fonctions dans le cadre des r\u00e9organisations, les propositions ne doivent pas se baser uniquement sur le dernier poste exerc\u00e9 mais sur toute la carri\u00e8re.<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><i><b>D\u00e9claration liminaire et questions pr\u00e9alables de la CGT <\/b><\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>\u00abLa CGT souhaite dire qu\u2019elle tient \u00e0 une r\u00e9elle concertation sur la mise en \u0153uvre de ce plan de requalification, bien qu\u2019il ne concerne qu\u2019une infime partie des agents de cat\u00e9gorie C exer\u00e7ant d\u00e9j\u00e0 des fonctions de cat\u00e9gorie B, et une encore plus infime partie des agents de cat\u00e9gorie B exer\u00e7ant d\u00e9j\u00e0 des fonctions de niveau A. Nous d\u00e9plorons donc, une fois de plus, l\u2019ambiance de m\u00e9pris envers les agents et les repr\u00e9sentants du personnel qui est entretenue constamment par l\u2019administration \u00e0 son plus haut niveau, l\u2019annulation de la r\u00e9union du 18 f\u00e9vrier n\u2019en \u00e9tant qu\u2019une des manifestations.<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>La CGT a la pr\u00e9occupation que ce plan \u00e0 la volum\u00e9trie insuffisante ne devienne pas, en plus, un facteur d\u2019accroissement du sentiment de non reconnaissance et de d\u00e9motivation qu\u2019\u00e9prouvent d\u00e9j\u00e0 tant de nos coll\u00e8gues. La CGT attend donc des r\u00e9ponses pr\u00e9cises et des mesures concr\u00e8tes conformes \u00e0 l\u2019int\u00e9r\u00eat des personnels :<\/i><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>confirmation de la validation et du financement du plan sur 3 ans ;<\/i><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>r\u00e9ponse de la Fonction Publique sur l\u2019ouverture du concours interne d\u2019Attach\u00e9 ;<\/i><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>moyens de garantir que, m\u00eame par examen professionnel ou concours interne, les<\/i> <i>agents requalifi\u00e9s le seront bien sur la base des fonctions exerc\u00e9es <\/i><i>au cours de leur carri\u00e8re professionnelle<\/i><i> et de la <\/i><i>qualification<\/i><i> professionnelle acquise ;<\/i><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i><span style=\"font-size: small\">et qu\u2019en cons\u00e9quence, ils ne seront contraints \u00e0 aucune mobilit\u00e9 impos\u00e9e (puisqu\u2019ils<\/span> exercent <span style=\"font-size: small\">d\u00e9j\u00e0 des fonctions correspondant \u00e0 la cat\u00e9gorie de requalification, <\/span><span style=\"font-size: small\">sachant par ailleurs que les femmes sont particuli\u00e8rement p\u00e9nalis\u00e9es par l\u2019obligation de mobilit\u00e9 g\u00e9ographique<\/span><span style=\"font-size: small\">)<\/span><span style=\"font-size: small\"> ;<\/span><\/i><\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>qu\u2019aucun agent requalifi\u00e9 ne subisse de perte de r\u00e9mun\u00e9ration par rapport \u00e0 ce qu\u2019il aurait d\u00fb avoir s\u2019il \u00e9tait rest\u00e9 dans son corps d\u2019origine.<\/i><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>Sur ces points, les \u00e9l\u00e9ments apport\u00e9s dans le dossier sont souvent incomplets ou insatisfaisants. D\u2019autres points, que nous citerons ult\u00e9rieurement, m\u00e9ritent \u00e9galement d\u2019\u00eatre d\u00e9battus. Nous attendons donc que la discussion aboutisse \u00e0 de vraies r\u00e9ponses et \u00e0 des solutions favorables \u00e0 l\u2019\u00e9volution de carri\u00e8re d\u2019agents qui, nous le r\u00e9p\u00e9tons, remplissent d\u00e9j\u00e0 les conditions de fonctions de la cat\u00e9gorie de requalification.<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>Le plan actuel repr\u00e9sente 20% des besoins de requalification et ne prend pas en compte les blocages de carri\u00e8re dans les corps abandonn\u00e9s depuis des ann\u00e9es par le minist\u00e8re, tels les Syndics des Gens de Mer, les Dessinateurs et les Personnels d\u2019exploitation. La CGT continue donc \u00e0 revendiquer un plan global de requalification de 11 500 postes de C en B et de B en A. Cela pourrait faire l\u2019objet d\u2019un deuxi\u00e8me plan triennal int\u00e9grant les 80% de postes non requalifi\u00e9s.\u00bb<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b>R\u00e9ponses (partielles) de la DRH<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">La validation du plan triennal par la Fonction Publique n\u2019est toujours pas formellement acquise, ni l\u2019organisation du concours interne exceptionnel ouvrant 200 postes pour l\u2019acc\u00e8s au corps d\u2019Attach\u00e9. Les projets de d\u00e9crets en Conseil d\u2019\u00c9tat vont \u00eatre pr\u00e9sent\u00e9s au comit\u00e9 technique minist\u00e9riel. Le minist\u00e8re lance la requalification en anticipant sur sa validation et en priorisant en 2016 la promotion de C en B par liste d\u2019aptitude pour laquelle 1 million d\u2019euros a \u00e9t\u00e9 act\u00e9.<\/span><\/span><\/p>\n<p align=\"CENTER\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>Calendrier pr\u00e9visionnel de mise en <\/span><span style=\"font-family: Arial, sans-serif\">de la totalit\u00e9 <\/span><span style=\"font-family: Arial, sans-serif\">du plan, les discussions ont essent<\/span><span style=\"font-family: Arial, sans-serif\">iellement port\u00e9es sur la mise en \u0153uvre du volet 2016. <\/span><span style=\"font-family: Arial, sans-serif\">Les repr\u00e9sentants du personnel ont<\/span><span style=\"font-family: Arial, sans-serif\"> demand\u00e9 que soit cependant mis en place <\/span><span style=\"font-family: Arial, sans-serif\">d\u00e8s maintenant <\/span><span style=\"font-family: Arial, sans-serif\">une concertation sur les volets 2017-2018. <\/span><span style=\"font-family: Arial, sans-serif\">La CGT a par ailleurs <\/span><span style=\"font-family: Arial, sans-serif\">fait remarquer que la requalification en TSDD est aux 2\/3 repouss\u00e9e en 2018 et demand\u00e9 qu\u2019un r\u00e9\u00e9quilibrage vers 2017 soit effectu\u00e9 pour l\u2019acc\u00e8s \u00e0 ce corps.<\/span><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b>Volet 2016 du plan de requalification (C en B par Liste d&rsquo;Aptitude) <\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\">\u2013 <span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b>engagements de la DRH \u2013 probl\u00e8mes restant pos\u00e9s<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u><b>P\u00e9rim\u00e8tre des propositions pour les DREAL fusionn\u00e9es <\/b><\/u><b>:<\/b> pour 2016, les propositions sont \u00e9labor\u00e9es dans le cadre des anciennes DREAL.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u><b>Concertation locale et harmonisation<\/b><\/u><b> :<\/b> toutes les organisations syndicales (sauf FO) demandent que, conform\u00e9ment aux r\u00e8gles de repr\u00e9sentativit\u00e9 syndicale \u00e9manant des accords de Bercy, la concertation locale soit organis\u00e9e avec les syndicats repr\u00e9sent\u00e9s au comit\u00e9 technique minist\u00e9riel et aux comit\u00e9s techniques locaux (accord de l\u2019administration). Par ailleurs, les responsables d\u2019harmonisation transmettront un compte-rendu d\u2019harmonisation aux chefs de service de leur zone de gouvernance, \u00e0 charge pour eux de les r\u00e9percuter aux O.S.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u><b>Pr\u00e9paration des examens professionnels <\/b><\/u><b>:<\/b> l\u2019importance de la formation doit \u00eatre mieux signal\u00e9e dans la note aux services, avec un accompagnement de proximit\u00e9, aucune entrave oppos\u00e9e par les chefs de service aux agents d\u00e9sireux de suivre les pr\u00e9parations et prise en charge de leurs frais. <\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u><b>Situation particuli\u00e8re des syndics des gens de mer<\/b><\/u><u><b>, Dessinateurs <\/b><\/u><u><b>(<\/b><\/u><u><b>corps en extinction<\/b><\/u><u><b>) et P<\/b><\/u><u><b>ersonnels d\u2019exploitation :<\/b><\/u> la CGT a port\u00e9 la situation difficile de ces corps aux avancements peu nombreux aux deux derniers grades, dus \u00e0 la faiblesse des taux pro\/pro introduisant de fait un \u00abplafond de verre\u00bb et ayant comme cons\u00e9quence une moyenne d\u2019\u00e2ge tr\u00e8s \u00e9lev\u00e9e accentu\u00e9e par l\u2019inexistence des recrutements. La CGT demande donc que l\u2019\u00e9ligibilit\u00e9 du passage de C en B s\u2019exerce sur tous les grades de ces corps. Sur cette demande, pas de r\u00e9ponse, sauf que l\u2019administration s\u2019assurera de traiter les \u00abpetits corps\u00bb comme les autres.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u><b>S<\/b><\/u><u><b>aturation des listes d\u2019aptitudes<\/b><\/u><b> : <\/b>tous les postes ouverts (900 SACDD, 600 TSDD, 150 TE) doivent \u00eatre pourvus en 2016. Une liste compl\u00e9mentaire sera \u00e9tablie pour pallier les \u00e9ventuels d\u00e9sistements. Ceux-ci doivent \u00eatre \u00e9vit\u00e9s au maximum, en particulier en veillant \u00e0 ce que les agents ne subissent pas de baisse de r\u00e9mun\u00e9ration ni d\u2019obligation de mobilit\u00e9.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u><b>M<\/b><\/u><u><b>aintien de r\u00e9mun\u00e9ration<\/b><\/u><b> : <\/b>la question est particuli\u00e8rement pr\u00e9occupante pour les Personnels d\u2019exploitation qui ont un r\u00e9gime indemnitaire particulier, mais \u00e9galement pour d\u2019autres corps. La CGT a demand\u00e9 de pr\u00e9ciser dans la note qu\u2019il ne doit pas y avoir de perte de r\u00e9mun\u00e9ration et qu\u2019une \u00e9tude est lanc\u00e9e pour examiner les modalit\u00e9s de mise en \u0153uvre. Accord de principe de la DRH mais il faut suivre cette question avec vigilance.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u><b>M<\/b><\/u><u><b>obilit\u00e9 <\/b><\/u><b>: <\/b>la CGT a demand\u00e9 qu\u2019il soit ajout\u00e9 dans la note qu\u2019aucune mobilit\u00e9 g\u00e9ographique ne sera impos\u00e9e (accord de l\u2019administration). Pour nous, il ne devrait pas non plus y avoir de mobilit\u00e9 fonctionnelle impos\u00e9e si les agents occupent d\u00e9j\u00e0 des fonctions du niveau B. En revanche, la requalification doit clairement appara\u00eetre comme une possibilit\u00e9 de d\u00e9rouler une carri\u00e8re enrichissante, avec mobilit\u00e9 choisie, pour ceux qui le souhaitent.<\/span><\/span><\/p>\n<p align=\"CENTER\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: medium\"><b>\u00c9ch\u00e9ances de mise en \u0153uvre en 2016<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u>Date limite d\u2019envoi des propositions aux harmonisateurs<\/u> : 29 avril (SACDD et TSDD) <\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u>Date limite d\u2019envoi des propositions harmonis\u00e9es \u00e0 MGS2<\/u> : 27 mai (SACDD et TSDD) et 30 juin (TE).<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><u>CAP<\/u> : 13,14 et 15 septembre (SACDD) \u2013 20, 21 et 22 septembre (TSDD) \u2013 27 septembre (CAPN TE).<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Ce calendrier extr\u00eamement contraint permettrait la prise des arr\u00eat\u00e9s en 2016 et le paiement en d\u00e9cembre 2016 avec une nomination r\u00e9troactive au 1<sup>er<\/sup> janvier 2016. La DRH n\u2019arrive pas \u00e0 y caser de pr\u00e9-CAP SACDD et TSDD contrairement \u00e0 ce qui avait \u00e9t\u00e9 n\u00e9goci\u00e9 lors de la CAP SACDD de f\u00e9vrier (ou alors, il faudrait que nos coll\u00e8gues de MGS2 ne prennent pas de vacances en \u00e9t\u00e9).
