{"id":3310,"date":"2016-09-14T21:52:02","date_gmt":"2016-09-14T19:52:02","guid":{"rendered":"http:\/\/ofict.reference-syndicale.fr\/?p=3310"},"modified":"2020-05-29T14:08:11","modified_gmt":"2020-05-29T12:08:11","slug":"cigem-un-bilan-de-gestion-2013-2015-contraste","status":"publish","type":"post","link":"https:\/\/syndicoop.fr\/ofict\/cigem-un-bilan-de-gestion-2013-2015-contraste\/","title":{"rendered":"CIGEM Attach\u00e9s : un bilan de gestion 2013-2015 contrast\u00e9"},"content":{"rendered":"<p><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>Le bilan de gestion 2013-2015 du corps interminist\u00e9riel des attach\u00e9-e-s d\u2019administration de l\u2019\u00c9tat (CIGEM) a \u00e9t\u00e9 pr\u00e9sent\u00e9 devant la commission statutaire du Conseil sup\u00e9rieur de la Fonction publique de l\u2019\u00c9tat le 13 juillet 2016. Il<\/b> <b>fait le point sur deux ans d\u2019interminist\u00e9rialit\u00e9 du corps, depuis sa cr\u00e9ation en octobre 2013.<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>Les attach\u00e9-e-s sont majoritairement des femmes&#8230; surtout au premier grade<\/b><\/span><\/span><!--more--><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Le CIGEM des attach\u00e9-e-s compte 31 543 agents dans 15 autorit\u00e9s de rattachement : 18 658 femmes (59,2%) et 12 887 hommes (40,8%) dont l\u2019\u00e2ge moyen est de 47 ans. <\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>Avec 2845 agents, les MEEM\/MLHD repr\u00e9sentent 9% de l\u2019effectif total et occupent la 3\u00e8me position, loin derri\u00e8re l\u2019\u00e9ducation nationale (12 139 agents, soit 38,5%) et l\u2019int\u00e9rieur (5568 agents, soit 17,7%) et juste avant les minist\u00e8res \u00e9conomiques et financiers (2068 agents, soit 6,6%).<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>La r\u00e9partition entre niveaux de grades<\/b> est la suivante : attach\u00e9-e-s : 58,7% &#8211; attach\u00e9-e-s principaux : 34,5% &#8211; directeurs de service (emploi sp\u00e9cifique en voie d\u2019extinction) : 1,5% &#8211; attach\u00e9-e-s hors classe : 5,3%.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>Par comparaison, le pyramidage aux minist\u00e8res de l\u2019environnement et du logement (bilan de gestion 2014) est le suivant : attach\u00e9-e-s : 61% &#8211; attach\u00e9-e-s principaux : 34% &#8211; attach\u00e9-e-s hors classe : 4,9%. <\/i><i>Aux MEEM\/MLHD, 60% des attach\u00e9-e-s partent en retraite au 1<\/i><sup><i>er<\/i><\/sup><i> grade. Ce taux est de<\/i><i> 48% tous minist\u00e8res confondus. <\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Le retard de nos minist\u00e8res pour l\u2019acc\u00e8s des attach\u00e9-e-s au principalat n\u2019a donc \u00e9t\u00e9 que partiellement combl\u00e9 \u00e0 la fin des ann\u00e9es 2000 et au d\u00e9but des ann\u00e9es 2010 gr\u00e2ce \u00e0 un taux d\u00e9rogatoire de promotion de 9%. Depuis 2015 ce taux est identique pour tous les minist\u00e8res adh\u00e9rents au CIGEM (7%). Pour la CGT, le taux d\u00e9rogatoire doit continuer de s\u2019appliquer tant que nous n\u2019avons pas rattrap\u00e9 le niveau moyen, qui est lui-m\u00eame trop peu \u00e9lev\u00e9 (rappelons que le protocole PPCR pr\u00e9voit, dans tous les corps, un acc\u00e8s syst\u00e9matique au 2\u00e8me niveau pour les agents ayant effectu\u00e9 une carri\u00e8re compl\u00e8te : encore faut-il que les postes de promotion soient cr\u00e9\u00e9s).<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>La proportion de femmes<\/b> est de 62,7% au 1<sup>er<\/sup> grade &#8211; 55,7% pour les attach\u00e9-e-s principaux &#8211; 46,8% pour les attach\u00e9-e-s hors classe. Cette inversion des proportions ne laisse pas d&rsquo;interroger, et ceci d\u00e8s le principalat. <\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>Par comparaison, la situation aux minist\u00e8res de l\u2019environnement et du logement (bilan de gestion 2014) est un peu plus favorable aux femmes, qui repr\u00e9sentent globalement 59% du corps. : 60,1% de femmes au 1<\/i><sup><i>er<\/i><\/sup><i> grade &#8211; 55,9% pour les attach\u00e9-e-s principaux &#8211; 56,4% pour les attach\u00e9-e-s hors classe.<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>Quand la technique ne suit pas&#8230; c&rsquo;est la machine qui a raison<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Une disposition de r\u00e9duction automatique d\u2019anciennet\u00e9 d\u2019\u00e9chelon d\u2019un mois chaque ann\u00e9e avait \u00e9t\u00e9 int\u00e9gr\u00e9e dans le statut. Elle a \u00e9t\u00e9 annul\u00e9e&#8230; parce que les syst\u00e8mes d\u2019information RH des minist\u00e8res ne pouvaient pas la traiter !<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>La mobilit\u00e9 interminist\u00e9rielle est jug\u00e9e insatisfaisante \u00e0 cause&#8230; des CAP&#8230; pas \u00e0 cause des diff\u00e9rences de primes<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Les CAP sont consid\u00e9r\u00e9es dans le bilan comme un frein \u00e0 la \u00abfluidit\u00e9\u00bb interminist\u00e9rielle. Apr\u00e8s le passage \u00e0 compter de 2017 \u00e0 deux cycles de mobilit\u00e9 (qui est \u2013 pour tous les corps \u2013 une harmonisation interminist\u00e9rielle), l\u2019objectif \u00e0 terme de la DGAFP est de soustraire les mobilit\u00e9s \u00e0 l\u2019avis des CAP, ce qui pose la question de la pr\u00e9servation de certains droits (rapprochement de conjoints, handicap) mais aussi de l\u2019application du principe de l\u2019interne prioritaire, notamment en cas de r\u00e9organisations.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Sur les diff\u00e9rences indemnitaires, v\u00e9ritable frein \u00e0 la mobilit\u00e9 interminist\u00e9rielle (ou au contraire, incitation majeure \u00e0 quitter certaines administrations sous-prim\u00e9es), le bilan est dans le d\u00e9ni total. Le Conseil d\u2019\u00c9tat avait estim\u00e9 en 2009 que des diff\u00e9rences de r\u00e9gime indemnitaire ne pouvaient subsister dans un corps interminist\u00e9riel que pendant une p\u00e9riode transitoire de 5 ans. Aujourd\u2019hui, la DGAFP pr\u00e9tend que la convergence est r\u00e9alis\u00e9e parce que le RIFSEEP pr\u00e9voit des plafonds et des montants minimaux communs ! En r\u00e9alit\u00e9, aucune harmonisation des montants per\u00e7us n&rsquo;a \u00e9t\u00e9 r\u00e9alis\u00e9e et le RIFSEEP lui-m\u00eame sera appliqu\u00e9 diff\u00e9remment selon les minist\u00e8res. Les attach\u00e9-es de l&rsquo;environnement en DDI vont m\u00eame gagner moins en 2016 qu\u2019en 2015, car le RIFSEEP n\u2019int\u00e8gre pas l\u2019indemnit\u00e9 diff\u00e9rentielle temporaire mise en place pour lisser les primes des diff\u00e9rents minist\u00e8res en DDT-M (et qui b\u00e9n\u00e9ficiait essentiellement aux n\u00f4tres puisque nous sommes moins prim\u00e9s). <\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><b>La mise en \u0153uvre du troisi\u00e8me grade se r\u00e9v\u00e8le difficile et souvent in\u00e9quitable<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">La cr\u00e9ation d\u2019un troisi\u00e8me grade est \u00e9videmment un plus pour la carri\u00e8re des attach\u00e9-e-s, mais son acc\u00e8s fonctionnel (qui sera en partie modifi\u00e9 \u00e0 compter de 2017) a pos\u00e9 de nombreux probl\u00e8mes :<\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">certaines fonctions ne sont pas prises en compte (d\u00e9tachements sur contrat, fonctions autres que celles de chef de service en DDI),<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">la r\u00e9forme territoriale entra\u00eene des repositionnements descendants \u00e0 n-3 par rapport au directeur r\u00e9gional, alors que seules sont prises en compte les fonctions \u00e0 n-1 et n-2.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Un certain nombre de mesures correctives ont \u00e9t\u00e9 prises, que nous d\u00e9taillerons dans la partie relative aux nouveaux d\u00e9crets statutaires publi\u00e9s r\u00e9cemment.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\"><i>Aux MEEM\/MLHD, se posent les probl\u00e8mes sp\u00e9cifiques du vivier insuffisant d&rsquo;attach\u00e9-e-s principaux et du handicap dont souffrent les corps administratifs, par rapport aux corps techniques, pour acc\u00e9der aux fonctions \u00e0 responsabilit\u00e9s. Ces questions sont pour la CGT \u00e0 traiter en priorit\u00e9, afin de garantir \u00e0 tous les attach\u00e9-e-s ayant une carri\u00e8re compl\u00e8te un d\u00e9bouch\u00e9 au 2\u00e8me grade, d&rsquo;abord, puis de valoriser les parcours des cadres administratifs (pas seulement en situation d&rsquo;encadrement) pour un acc\u00e8s au 3\u00e8me grade de profils diversifi\u00e9s.<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><a href=\"http:\/\/ofict.reference-syndicale.fr\/files\/2016\/09\/3-bilan-gestion-CIGeM-attach%C3%A9s.pdf\" target=\"_blank\">T\u00e9l\u00e9charger le bilan du CIGEM<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le bilan de gestion 2013-2015 du corps interminist\u00e9riel des attach\u00e9-e-s d\u2019administration de l\u2019\u00c9tat (CIGEM) a \u00e9t\u00e9 pr\u00e9sent\u00e9 devant la commission statutaire du Conseil sup\u00e9rieur de la Fonction publique de l\u2019\u00c9tat le 13 juillet 2016.
