Le taux de promotion \u00e0 classe sup\u00e9rieure est pass\u00e9 de 13 \u00e0 11\u00a0% en 2016 (programm\u00e9 jusqu\u2019en 2019). Le pr\u00e9texte invoqu\u00e9 \u00e9tant le soi-disant taux tr\u00e8s avantageux de notre minist\u00e8re par rapport \u00e0 d\u2019autres minist\u00e8res\u00a0; on se demande bien lesquels, certainement pas celui des finances\u00a0: des agents de notre minist\u00e8re travaillent tous les jours avec des coll\u00e8gues des finances bien mieux r\u00e9mun\u00e9r\u00e9s. Cette diminution du taux de promotion a conduit en 2016 \u00e0 une baisse de 36 postes \u00e0 la classe sup\u00e9rieure (concours et tableau d\u2019avancement confondus) dont 24 postes en moins \u00e0 l\u2019avancement.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #4f81bd\"><span style=\"font-size: medium\"><i><b><u>Ainsi au titre de l\u2019ann\u00e9e 201<\/u><u>7<\/u><u>\u00a0la CAP a retenu<\/u><u> :<\/u><\/b><\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\"><b>Classe sup\u00e9rieure\u00a0: 115<\/b><b> promotions <\/b><b>AG et 10 CTT<\/b> pour 1423 promouvables et 197 (AG) et 40 (CTT) propos\u00e9s.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\"><u>Conditions statutaires<\/u>\u00a0: Etre SA\/CN depuis 1 an dans le 6\u00e8me \u00e9chelon et 5 ans en cat\u00e9gorie B<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\"><b>Classe exceptionnelle\u00a0: 81<\/b><b> promotions <\/b><b>AG et 12 CTT<\/b> pour 1 383 promouvables et 138 (AG) et 17 (CTT) propos\u00e9s<i>(AG\u00a0: Administration G\u00e9n\u00e9rale CTT\u00a0: Contr\u00f4leur des Transports Terrestres)<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\"><i><u>Conditions statutaires<\/u><\/i><i>\u00a0: Etre SA\/CS depuis 1 an dans le 6\u00e8me \u00e9chelon <\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\"><i><u>Crit\u00e8re de gestion (combattu par la CGT)\u00a0<\/u><\/i><i>: Etre depuis 8 ans en cat\u00e9gorie B et 5 ans dans le grade de classe sup\u00e9rieure\u00a0!<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\"><b>Attach\u00e9\u00a0<\/b>: 18 promotions pour 4500 promouvables<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\"><i><u>Conditions statutaires<\/u><\/i><i>\u00a0: 9 ans de service public dont 5 ans en cat\u00e9gorie B <\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\"><i><u>Crit\u00e8re de gestion\u00a0<\/u><\/i><i>: <\/i><i>priorit\u00e9 au 3\u00e8me grade ayant plut\u00f4t r\u00e9ussi l&rsquo;examen professionnel de classe exceptionnelle<\/i><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\">A notre demande, une \u00e9tude doit \u00eatre men\u00e9e sur le bilan et les perspectives des corps de SACDD et TSDD avec une comparaison des \u00e9volutions de carri\u00e8re entre les deux corps.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\">Les promotions \u00e0 CS et CE pour 2018 seront discut\u00e9es lors de la CAP des SACDD des 16 et 17 janvier 2018.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"font-family: 'Liberation Sans', sans-serif\"><span style=\"font-size: small\">Pour le passage \u00e0 la cat\u00e9gorie A (attach\u00e9), les promotions au choix d\u00e9j\u00e0 faibles (18 postes en 2016 et 2017) retombent \u00e0 9 postes en 2018. La CAP des attach\u00e9s se r\u00e9unira au 1<sup>er<\/sup> trimestre 2018.<\/span><\/span><\/p>\n<p align=\"CENTER\"><span style=\"color: #17365d\"><span style=\"font-size: large\"><b>PLAN DE REQUALIFICATION DE B EN A<\/b><\/span><\/span><\/p>\n<p class=\"western\" align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">La note DRH du 15 mars relative \u00e0 la mise en \u0153uvre de ce plan de requalification concerne <\/span><\/span><\/p>\n<ul>\n<li>\n<p class=\"western\" align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Pour les TSDD, l\u2019acc\u00e8s \u00e0 300 postes d\u2019ITPE ouverts sur 4 ans (de 2017 \u00e0 2020) par liste d\u2019aptitude et par examen professionnel<\/span><\/span><\/p>\n<\/li>\n<li>\n<p class=\"western\" align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Pour les SACDD, l\u2019acc\u00e8s \u00e0 200 postes d\u2019attach\u00e9s ouverts sur 3 ans\u00a0(de 2017 \u00e0 2019 par concours interne uniquement\u00a0!). La volum\u00e9trie est la suivante\u00a0: 67 postes en 2017 et 2018, 66 postes en 2019. (habituellement, 35 postes sont ouverts \u00e0 l\u2019examen professionnel annuel).<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"western\" align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Le concours interne exceptionnel retenu du fait du caract\u00e8re interminist\u00e9riel du corps des attach\u00e9.e.s (CIGeM) est ouvert \u00e0 tous les agents de la fonction publique remplissant les conditions d\u2019anciennet\u00e9 et oblige \u00e0 une ann\u00e9e de stage. Les organisations syndicales repr\u00e9sent\u00e9es \u00e0 la CAP des attach\u00e9s (CGT \u2013 CFDT \u2013 UNSA) ont cependant obtenu que la nomination intervienne au lendemain de la publication des r\u00e9sultats (d\u00e9cembre 2017) et non en mars 2018 comme le pr\u00e9voyait la DRH.<\/span><\/span><\/p>\n<p class=\"western\" align=\"JUSTIFY\"><span style=\"font-family: Arial, sans-serif\"><span style=\"font-size: small\">Il sera possible d\u2019\u00eatre nomm\u00e9 sur son poste si celui-ci correspond \u00e0 des fonctions de cat\u00e9gorie A, ou bien le poste devra \u00eatre reconfigur\u00e9.
