Ce rapport contient 42 propositions pour transformer la haute fonction publique. Certains diront qu\u2019elles d\u00e9naturent les corps de la haute fonction publique et d&rsquo;autres que c&rsquo;est un \u00ab rapport pour rien \u00bb. L&rsquo;\u2019Ugict-CGT a souhait\u00e9 faire un d\u00e9cryptage point par point des 42 propositions avanc\u00e9es.
