{"id":6340,"date":"2025-07-16T08:13:36","date_gmt":"2025-07-16T06:13:36","guid":{"rendered":"https:\/\/syndicoop.fr\/ofict\/?p=6340"},"modified":"2025-07-16T08:13:49","modified_gmt":"2025-07-16T06:13:49","slug":"halo-sur-la-formation-au-ministere-passage-du-technique-au-savoir-etre","status":"publish","type":"post","link":"https:\/\/syndicoop.fr\/ofict\/halo-sur-la-formation-au-ministere-passage-du-technique-au-savoir-etre\/","title":{"rendered":"Zoom sur la formation au minist\u00e8re, passage du technique au savoir \u00eatre"},"content":{"rendered":"<p>La commission minist\u00e9rielle de la formation professionnelle au sein de notre minist\u00e8re s&rsquo;est tenue le 8 juillet dernier (<a href=\"https:\/\/equipementcgt.fr\/spip.php?article10327\">acc\u00e9der au compte rendu sur le site de la f\u00e9d\u00e9ration<\/a>).<\/p>\n<h2>La formation en berne au minist\u00e8re<\/h2>\n<p>Les constats sont sans appel :<\/p>\n<ul>\n<li>la disparition de la formation qualifiante pour les TSPDD<\/li>\n<li>une complexit\u00e9 grandissante pour acc\u00e9der \u00e0 l&rsquo;offre de formation<\/li>\n<li>l&rsquo;agent porte d\u00e9sormais la responsabilit\u00e9 de se former<\/li>\n<li>de moins en moins de formations techniques<\/li>\n<li>une exigence de comp\u00e9tences de \u00ab\u00a0savoir \u00eatre\u00a0\u00bb au lieu de savoir faire<\/li>\n<\/ul>\n<h2>Un contexte d\u00e9favorable \u00e0 la mont\u00e9e en comp\u00e9tences des ICTAM<\/h2>\n<p>La rar\u00e9faction des formations techniques, la mont\u00e9e en puissance des comp\u00e9tences de savoir \u00eatre et le d\u00e9veloppement du distanciel sans am\u00e9nagement des charges de travail freinent l\u2019acc\u00e8s effectif \u00e0 la formation. Les budgets insuffisants pour la VAE emp\u00eachent la reconnaissance des comp\u00e9tences acquises sur le terrain. Ceci bloque les parcours professionnels (taux de promotion professionnelle quasi nul). La fermeture de l\u2019ENTE et les incertitudes sur d\u2019autres \u00e9coles renforcent les inqui\u00e9tudes. La formation initiale en alternance se fait sans moyens d\u00e9di\u00e9s, sans plan de formation anticip\u00e9, avec des agents en responsabilit\u00e9 sans \u00eatre pleinement form\u00e9s, et des encadrants sans temps pour les accompagner.<\/p>\n<p><strong>R\u00e9sultat : un syst\u00e8me de formation d\u00e9connect\u00e9 des r\u00e9alit\u00e9s, qui fragilise l\u2019autonomie, la qualification et la progression professionnelle des agents.<\/strong><\/p>\n<h2>Un besoin de formation \u00e0 la hauteur des attentes des agents et des enjeux de notre minist\u00e8re<\/h2>\n<p>Face aux enjeux actuels, les personnels ont un r\u00e9el besoin de formations techniques, avec un temps d\u00e9di\u00e9 en dehors du service et donc une adaptation du plan de charge.<\/p>\n<p>La formation ne peut pas \u00eatre un simple outil d\u2019adaptation individuelle \u00e0 des transformations impos\u00e9es. Elle doit \u00eatre un droit garanti, soutenu, valoris\u00e9.
