--smush-placeholder-aspect-ratio: 300\/124;\" \/><\/p>\n<p><!--more--><\/p>\n<p>Vers la version en ligne : <a href=\"https:\/\/www.miroirsocial.com\/participatif\/en-finir-avec-lepidemie-de-stress-imputable-aux-formes-du-travail\">ici<\/a><\/p>\n<div class=\"dialog-off-canvas-main-canvas\">\n<div id=\"page\" class=\"clearfix\">\n<div class=\"container\">\n<div id=\"page-inside\">\n<div id=\"main-content\">\n<div class=\"row\">\n<section class=\"col-md-8\">\n<div id=\"main\" class=\"clearfix\">\n<div class=\"region region-content\">\n<div id=\"block-miroirsocial-content\" class=\"block block-system block-system-main-block\">\n<div class=\"content\">\n<article class=\"node node--type-article node--view-mode-full clearfix\" role=\"article\">\n<div class=\"node-content\">\n<div class=\"row no-gutters\">\n<div class=\"col-xs-12\">\n<div class=\"node__content clearfix\">\n<h2 class=\"node__title title\"><span class=\"field field--name-title field--type-string field--label-hidden\">En finir avec l&rsquo;\u00e9pid\u00e9mie de stress imputable aux formes du travail<\/span><\/h2>\n<div class=\"clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item\">\n<p><span lang=\"fr\" xml:lang=\"fr\">Du 17 au 18 octobre, \u00e0 Lisbonne, Eurocadres a organis\u00e9\u00a0un s\u00e9minaire intitul\u00e9\u00a0\u00ab\u00a0il est temps de mettre fin au stress\u00a0: les cadres en premi<\/span><span lang=\"fr\" xml:lang=\"fr\">\u00e8re<\/span><span lang=\"fr\" xml:lang=\"fr\"> ligne\u00a0\u00bb.<\/span><br \/>\n<span lang=\"fr\" xml:lang=\"fr\">Cet \u00e9v\u00e9nement a rassembl\u00e9e une centaine de syndicalistes venus de toute l\u2019Europe (dont 17 Fran\u00e7ais), des sociologues, des psychologues, des repr\u00e9sentants de la Commission europ\u00e9enne, du Parlement europ\u00e9en et de l\u2019Organisation internationale du travail.<\/span><\/p>\n<h2><span lang=\"fr\" xml:lang=\"fr\"><strong>Constat d\u2019une \u00e9pid\u00e9mie de stress<\/strong><\/span><\/h2>\n<p><span lang=\"fr\" xml:lang=\"fr\">L\u2019organisation de ce s\u00e9minaire\u00a0s\u2019inscrit dans une longue d\u00e9marche, initi\u00e9e il y a plusieurs ann\u00e9es\u00a0et qui part du constat d\u2019une \u00e9pid\u00e9mie de stress imputable aux formes du travail.<\/span><br \/>\n<span lang=\"fr\" xml:lang=\"fr\"><strong>Plus de la moiti\u00e9 de tous les jours ouvrables dans l&rsquo;UE est\u00a0perdue\u00a0\u00e0 cause du stress li\u00e9 au travail.<\/strong><\/span><br \/>\n<span lang=\"fr\" xml:lang=\"fr\">Le co\u00fbt des d\u00e9pressions li\u00e9es au travail est estim\u00e9 \u00e0 <\/span><span lang=\"fr\" xml:lang=\"fr\"><strong>617 milliards d\u2019euros <\/strong><\/span><span lang=\"fr\" xml:lang=\"fr\">par an (<\/span><strong><a href=\"https:\/\/endstress.eu\/\"><span lang=\"fr\" xml:lang=\"fr\">https:\/\/endstress.eu\/<\/span><\/a><\/strong><span lang=\"fr\" xml:lang=\"fr\">).<\/span><\/p>\n<ul>\n<li><span lang=\"fr\" xml:lang=\"fr\"><strong>80 % des cadres europ\u00e9ens <\/strong><\/span><span lang=\"fr\" xml:lang=\"fr\">se disent concern\u00e9s par la probl\u00e9matique du stress au travail.<\/span><\/li>\n<li><span lang=\"fr\" xml:lang=\"fr\"><strong>61 % des femmes cadres <\/strong><\/span><span lang=\"fr\" xml:lang=\"fr\">rencontrent des probl\u00e8mes d\u2019insomnie li\u00e9s au travail.<\/span><\/li>\n<li><span lang=\"fr\" xml:lang=\"fr\"><strong>42 % des cadres europ\u00e9ens <\/strong><\/span><span lang=\"fr\" xml:lang=\"fr\">estiment qu\u2019il est plus difficile d\u2019agir sur les risques psycho-sociaux que les autres questions de la sant\u00e9 au travail.<\/span><\/li>\n<li><span lang=\"fr\" xml:lang=\"fr\"><strong>20 % des cadres <\/strong><\/span><span lang=\"fr\" xml:lang=\"fr\">sont en \u00e9tat d\u2019anxi\u00e9t\u00e9 permanente. De toutes les professions, celle-ci est la\u00a0plus touch\u00e9e.<\/span><\/li>\n<li><span lang=\"fr\" xml:lang=\"fr\"><strong>Moins de 30 % <\/strong><\/span><span lang=\"fr\" xml:lang=\"fr\">des entreprises et administrations ont mis\u00a0des proc\u00e9dures en place pour s\u2019attaquer au stress.<\/span><\/li>\n<\/ul>\n<h3>\n<span lang=\"fr\" xml:lang=\"fr\"><strong>Eurocadres\u00a0repr\u00e9sente 6 millions de cadres europ\u00e9ens<\/strong><\/span><\/h3>\n<p><span lang=\"fr\" xml:lang=\"fr\">Eurocadres est n\u00e9e le 24 f\u00e9vrier 1993 \u00e0 Luxembourg. Cette structure, repr\u00e9sentant <\/span><span lang=\"fr\" xml:lang=\"fr\"><strong>6 millions de cadres <\/strong><\/span><span lang=\"fr\" xml:lang=\"fr\">\u00e0 l\u2019\u00e9chelle europ\u00e9enne, a pour ambition d\u2019\u00eatre un partenaire social europ\u00e9en.<\/span><span lang=\"fr\" xml:lang=\"fr\"> Organisation associ\u00e9e \u00e0 la CES, elle constitue aujourd\u2019hui l&rsquo;un des trois partenaires sociaux reconnus intersectoriels europ\u00e9ens et est\u00a0admise \u00e0 <\/span><span lang=\"fr\" xml:lang=\"fr\">participer au dialogue social intersectoriel avec les institutions de l\u2019Union europ\u00e9enne.<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><span lang=\"fr\" xml:lang=\"fr\">Eurocadres regroupe 53 conf\u00e9d\u00e9rations provenant de 22 \u00c9tats et 7 f\u00e9d\u00e9rations europ\u00e9ennes.<\/span><\/li>\n<\/ul>\n<p><span lang=\"fr\" xml:lang=\"fr\">La France y est repr\u00e9sent\u00e9e par 7 organisations (CFDT, CFTC, CGT (UGICT), FO, FSU, SNES et UNSA). Il s\u2019agit l\u00e0 de la plus grosse repr\u00e9sentation nationale.<\/span><\/p>\n<p><span lang=\"fr\" xml:lang=\"fr\">Au sein de la direction d\u2019Eurocadres, la CFDT dispose d\u2019une vice-pr\u00e9sidence et la CGT de la fonction de tr\u00e9sori\u00e8re, en la personne de Nayla Glaise (UGICT-CGT).<\/span><\/p>\n<p><span lang=\"fr\" xml:lang=\"fr\">Aux c\u00f4t\u00e9s de 5 membres de l\u2019UGICT, l\u2019UFICT-CGT* des services publics a particip\u00e9 \u00e0 ce s\u00e9minaire, pr\u00e9occup\u00e9e\u00a0par les effets \u00e0 venir de l\u2019adoption de la loi de fonction publique sur la sant\u00e9 des agents et cadres territoriaux et d\u00e9j\u00e0 en cours du fait des r\u00e9formes territoriales et des politiques d\u2019aust\u00e9rit\u00e9 budg\u00e9taire.<\/span><\/p>\n<h3><span lang=\"fr\" xml:lang=\"fr\"><strong>\u00c9tudes de cas d\u2019esp\u00e8ce<\/strong><\/span><\/h3>\n<p><span lang=\"fr\" xml:lang=\"fr\">Le s\u00e9minaire a donn\u00e9 lieu \u00e0 l\u2019\u00e9tude de plusieurs cas d\u2019esp\u00e8ce, notamment :<\/span><\/p>\n<ul>\n<li><span lang=\"fr\" xml:lang=\"fr\">l&rsquo;entreprise Siemens Gamesa en Espagne ;<\/span><\/li>\n<li><span lang=\"fr\" xml:lang=\"fr\">le secteur de la marine marchande pr\u00e9sent\u00e9 par la sociologue Jasmina Stevanovi\u0107 du Centre de recherche sur les liens sociaux (CERLIS) de l\u2019Universit\u00e9 Paris Descartes (<\/span><a href=\"http:\/\/www.cerlis.eu\/\"><span lang=\"fr\" xml:lang=\"fr\">http:\/\/www.cerlis.eu\/<\/span><\/a><span lang=\"fr\" xml:lang=\"fr\">). Intervention particuli\u00e8rement forte ;<\/span><\/li>\n<li><span lang=\"fr\" xml:lang=\"fr\">le secteur juridique ;<\/span><\/li>\n<li><span lang=\"fr\" xml:lang=\"fr\">et les jeunes m\u00e9decins.<\/span><\/li>\n<\/ul>\n<p><span lang=\"fr\" xml:lang=\"fr\">Le secteur public portugais en proie \u00e0 une vague de RPS suite \u00e0 la r\u00e9forme des communes a \u00e9galement \u00e9t\u00e9 \u00e9voqu\u00e9.<\/span><\/p>\n<h2><span lang=\"fr\" xml:lang=\"fr\"><strong>Une directive pour pr\u00e9venir et prot\u00e9ger<\/strong><\/span><\/h2>\n<p><span lang=\"fr\" xml:lang=\"fr\">Eurocadres observe que 85 % des salari\u00e9s consid\u00e8rent que leur employeurs mettent\u00a0des politiques de pr\u00e9vention des RPS en place uniquement pour se conformer\u00a0au cadre juridique. <\/span><span lang=\"fr\" xml:lang=\"fr\">Le levier juridique constitue donc un outil efficace.<\/span><span lang=\"fr\" xml:lang=\"fr\"> Certes, la directive-cadre sur la s\u00e9curit\u00e9 et la sant\u00e9 oblige les employeurs \u00e0 prot\u00e9ger les travailleurs contre toutes sortes de risques et\u00a0des risques pour la sant\u00e9 psychosociale. Mais la r\u00e9alit\u00e9 est diff\u00e9rente. <\/span><span lang=\"fr\" xml:lang=\"fr\">La l\u00e9gislation europ\u00e9enne en mati\u00e8re de sant\u00e9 et s\u00e9curit\u00e9 au travail couvre environ 60 directives mais pas une seule n\u2019existe sur le stress au travail. Qui plus est, les l\u00e9gislations nationales sont souvent peu contraignantes.<\/span><\/p>\n<p><span lang=\"fr\" xml:lang=\"fr\">Eurocadres a donc d\u00e9cid\u00e9 de d\u00e9velopper une campagne afin de faire pression pour une directive europ\u00e9enne sur les risques psychosociaux. <\/span><br \/>\n<span lang=\"fr\" xml:lang=\"fr\">En juin 2018, la CES avait d\u00e9j\u00e0\u00a0adopt\u00e9 la r\u00e9solution sur les \u00ab <\/span><span lang=\"fr\" xml:lang=\"fr\"><em>actions pour lutter contre le stress et l&rsquo;\u00e9limination des risques psychosociaux au travail : mettre une directive europ\u00e9enne sur l&rsquo;ordre du jour<\/em><\/span><span lang=\"fr\" xml:lang=\"fr\"> \u00bb.<\/span><br \/>\n<span lang=\"fr\" xml:lang=\"fr\"><strong>\u00c0 son tour, l\u2019assembl\u00e9e g\u00e9n\u00e9rale d\u2019Eurocadres du 16 octobre 2019\u00a0a adopt\u00e9 une r\u00e9solution allant dans le m\u00eame sens. <\/strong><\/span><br \/>\n<span lang=\"fr\" xml:lang=\"fr\">L&rsquo;\u00e9limination des risques psychosociaux au travail est une exigence primordiale pour Eurocadres. La sant\u00e9 et la s\u00e9curit\u00e9 doivent int\u00e9grer \u00e0 la fois le bien-\u00eatre physique et mental.
