L\u2019offensive g\u00e9n\u00e9ralis\u00e9e pour augmenter le temps de travail s\u2019accompagne de d\u00e9nonciations unilat\u00e9rales en s\u00e9rie d\u2019accords sign\u00e9s dans le cadre du \u00ab dialogue social \u00bb. Une d\u00e9nonciation unilat\u00e9rale d\u2019un accord c\u2019est un acte arbitraire ! Pourquoi les collectivit\u00e9s doivent elles passer par des actes arbitraires ? Parce que l\u2019augmentation du temps de travail ne r\u00e9pond \u00e0 aucun besoin propre au bon fonctionnement des services publics. Cette offensive, nourrie par les avis en cascade et orient\u00e9s des chambres r\u00e9gionales des comptes vise \u00e0 r\u00e9duire le \u00ab co\u00fbt \u00bb du travail, \u00e0 d\u00e9cr\u00e9dibiliser les fonctionnaires pour mieux attaquer le statut et les services publics.<\/p>\n<p>Dans les r\u00e9gions, les villes, les d\u00e9partements, les ex\u00e9cutifs locaux les uns apr\u00e8s les autres entendent remettre en cause le temps de travail lorsqu\u2019il est inf\u00e9rieur \u00e0 1607 heures annuelles, faisant fi de tous les accords pass\u00e9s en pr\u00e9textant, que c\u2019est la stricte application de la loi, et que \u00abon ne peut pas faire autrement\u00bb. Outils de ce dispositif, les Chambres r\u00e9gionales des comptes, les unes apr\u00e8s les autres pr\u00e9conisent aux \u00e9lus le passage aux 1607 heures, ces derniers s\u2019empressant de suivre ce qui n\u2019est qu\u2019un avis, mais qui les arrange bien! Face \u00e0 ces offensives, de nombreux pr\u00e9avis, de nombreuses gr\u00e8ves ont \u00e9t\u00e9 engag\u00e9es. Souvent ces accords sur le temps de travail correspondent \u00e0 une compensation de la p\u00e9nibilit\u00e9 et une fa\u00e7on d\u2019indemniser les faibles r\u00e9mun\u00e9rations fix\u00e9es par l\u2019Etat.<\/p>\n<h2>Des conditions de travail d\u00e9j\u00e0 mises \u00e0 mal<\/h2>\n<p>Selon le site de la CNRACL, et tous les centres de gestion, \u00abla dur\u00e9e du travail effectif est fix\u00e9e, en principe, \u00e0 35 heures par semaine, le d\u00e9compte du temps de travail \u00e9tant r\u00e9alis\u00e9 sur la base d\u2019une dur\u00e9e annuelle de travail effectif de 1607 heures maximum, sans pr\u00e9judice des heures suppl\u00e9mentaires susceptibles d\u2019\u00eatre effectu\u00e9es\u00bb.<\/p>\n<p>De plus la CGT d\u00e9nonce le scandale du niv\u00e8le- ment des RTT, et le fait que toutes les cr\u00e9ations de postes n\u2019aient pas \u00e9t\u00e9 r\u00e9alis\u00e9es \u00e0 hauteur des 35h. Par contre les suppressions de postes se multiplient, on nous impose de la polyvalence et les conditions de travail se d\u00e9gradent<\/p>\n<p><strong>Face aux attaques actuelles, qui se g\u00e9n\u00e9ralisent, la F\u00e9d\u00e9ration CGT des Services publics r\u00e9affirme que les 1607 heures sont bien un maximum et non pas une obligation de conformit\u00e9 \u00e0 mettre en \u0153uvre imp\u00e9rativement ! Rien dans les textes n\u2019interdit \u00e0 une collectivit\u00e9 de maintenir un r\u00e9gime de cong\u00e9s plus favorable aux agents.<\/strong><\/p>\n<p><strong>Par ailleurs, les r\u00e9gimes d\u00e9rogatoires ant\u00e9rieurs au d\u00e9cret<\/strong> <strong>n\u00b0 2000-815 du 25 ao\u00fbt 2000 relatif \u00e0 l\u2019am\u00e9nagement et \u00e0 la r\u00e9duction du temps de travail (ARTT) dans la fonction publique de l\u2019Etat, applicable \u00e0 la FTP, peuvent \u00eatre conserv\u00e9s !<\/strong><\/p>\n<p>On nous dit que l\u2019ajustement \u00e0 1607 heures (qui parfois ne repr\u00e9sente que quelques minutes par jour !) va \u00e9conomiser des postes de travail. Mais tout DRH sait parfaitement que 10 Equivalent Temps Plein r\u00e9cup\u00e9r\u00e9s ne font jamais 10 postes, car le temps r\u00e9cup\u00e9r\u00e9 par l\u2019employeur se r\u00e9partit g\u00e9n\u00e9ralement sur les agents en poste. Par ailleurs, les 2 jours de cong\u00e9s annuels suppl\u00e9mentaires (dits \u00abjours de fractionnement\u00bb) qui peuvent, sous certaines conditions, \u00eatre accord\u00e9s aux agents, n\u2019entrent pas en compte dans ces 1607 heures, et viennent ainsi diminuer d\u2019autant la dur\u00e9e individuelle de travail effectif.<\/p>\n<h2>Personne n\u2019est dupe, voil\u00e0 les objectifs du gouvernement et des employeurs<\/h2>\n<p>L\u2019augmentation du temps de travail est un moyen pour faire baisser le \u00ab co\u00fbt du travail \u00bb, pour r\u00e9duire le personnel de plus en plus consid\u00e9r\u00e9 comme la variable d\u2019ajustement des politiques d\u2019aust\u00e9rit\u00e9. A la cl\u00e9, des cadences plus difficiles, une charge de travail croissante, une aggravation de la souffrance au travail. Pour mettre en \u0153uvre cette politique, on pr\u00e9sente les fonctionnaires territoriaux comme des privil\u00e9gi\u00e9s, voire des fain\u00e9ants ! Macron invite les maires \u00e0 innover, \u00e0 exp\u00e9rimenter, \u00e0 adapter les r\u00e8gles, normes aux pr\u00e9tendues particularit\u00e9s locales&#8230;En r\u00e9alit\u00e9 tout cela veut dire qu\u2019il les appelle \u00e0 relayer sa politique de d\u00e9tricotage de tout le tissu des services publics r\u00e9publicains, de g\u00e9n\u00e9raliser les d\u00e9l\u00e9gations de services publics, de s\u2019ouvrir au priv\u00e9&#8230;<\/p>\n<p>Et bien quant \u00e0 elle, la CGT revendique les 32 heures pour toutes et tous dans la Fonction publique territoriale.
